Welcome Message

On behalf of the Department of Agriculture (DOA), Ministry of Agriculture and Cooperatives, in cooperation with the Department of Medical Sciences (DMSc), Ministry of Public Health, and the Thai Agricultural Innovation Trade Association (TAITA), it is our great pleasure to warmly welcome all of you to the 70th CIPAC Annual Meeting and the 21st Joint CIPAC/FAO/WHO Open Meeting in Krabi, Thailand.

We are truly honored to co-host this important international meeting together with CIPAC, FAO, and WHO. The Open Meeting will feature key activities, including the CIPAC Symposium and the excursion. The Symposium will consist of both oral paper presentations and poster sessions, covering a broad range of topics related to pesticide analysis and control, including chemical, physical, health, and environmental aspects.

We sincerely look forward to welcoming you to Thailand and to engaging in many productive, insightful, and open-minded discussions. We wish you a successful meeting and a pleasant stay in Krabi.

Agricultural Toxic Substances Research Group (ATSR), Department of Agriculture (DOA)

DOA is under Thailand’s Ministry of Agriculture and Cooperatives (MOAC). The main headquarters for the Department of Agriculture is in Bangkok. It is responsible for conducting research and development on crops and farm mechanization, providing quality inspection and certification services and enforcing agricultural regulations.

Agricultural Production Sciences Research and Development Division (APSRD) is an agency within the DOA. Its mission focuses on research and development related to agricultural production inputs, including soil, fertilizers, pesticides, and other chemical and biological factors.

ATSR, a unit of the APSRD, was established on April 25, 1982. Originally known as the Agricultural Toxic Substances Division. It is primarily responsible for the regulation, registration, and research on agricultural pesticides, with multi-focus to analysis of the active ingredients, evaluating efficacy as well as assessing toxicity, environmental impact, and residues in agricultural products, which includes developing natural pesticides. There are 4 main sub-groups include:

  • (1) Pesticide Quality System Development Sub-group, the general responsibility is enforcement agricultural pesticides by following the FAO guidelines…
  • (2) Impact of Pesticides Used Sub-group is responsible for researching, assessing, and monitoring the effects of pesticide use and pesticide contamination in soil and water.
  • (3) Pesticide Residue Research Sub-group. This subgroup's work is crucial for both food safety and international trade by researching and analysis pesticide residues…
  • (4) Botanical Pesticides Research Sub-group, as responsible for the research of natural pesticides and friendly natural extracts to create an alternative of pesticide products for farmers used.

The Department of Medical Sciences (DMSc), under the Ministry of Public Health, Thailand, serves as the national reference laboratory across multiple disciplines. These include hazardous substances (e.g., pesticides and disinfectants), cosmetics, pharmaceuticals, food, medical devices, vaccine, medicinal plants, and medical laboratory diagnostics. The Department comprises six technical bureaus, two research institutes, four administrative offices, and fifteen Regional Medical Sciences Centers strategically located throughout the country.

The Bureau of Cosmetics and Hazardous Substances (BCHS) is one of the six technical bureaus based at DMSc headquarters in Nonthaburi Province. BCHS serves as the national reference laboratory for both chemical and microbiological testing of cosmetics and hazardous substances.

For public health pesticides, BCHS conducts analytical testing to determine the active ingredient content in formulated products used in national programs. The Bureau also contributes to national surveillance efforts in collaboration with the Thai Food and Drug Administration (Thai FDA).
